Gemis have a return line and I am pretty damm sure that Rodeos and Jackaroos do to. Check the tank and see what you have coming out of it and see where they go. Return lines more often than not are on or very near the sender/pickup unit while breathers are usually near the top of the tank or exiting...

You say the Fuel pressure is sitting at around 7 PSI Is that throughout the rev range right through to the stumble? Was it originaly an EFI engine? It sounds to me like its either a restricitive intake or maybe even a restrictve exhaust. With the turbo it would probably be the exhaust.
